The Board of Secondary Education, Manipur (BSEM) was established in the year 1972. The Board conducts public examination at the end of class X for the courses taught in class X only. At present 786 high and higher secondary schools are affiliated to the Board for certification at end of class X.

Besides conducting the end of year exam for class X, the board also develops the curriculum and syllabuses, as well as prepare, print and distribute text books for class I to X.

The Board of Secondary Education Manipur (BSEM) was established with the motto of providing education to all without any discrimination in the state of Assam. The Council of Higher Secondary Education (CHSE), Manipur was established in the year 1992. Before its establishment, the +2 courses in the state were conducted by the Board of Secondary Education, Manipur as Higher Secondary School Leaving Certificate course in the Higher Secondary Schools and Pre-University course by the Manipur University in the College.

After the establishment of the Council the +2 courses of the Board of Secondary Education, Manipur and Manipur University were taken over and amalgamated into Higher Secondary course under the Council.
